The Watcher in the Wings is one of the most intriguing side missions in Batman: Arkham City. The third encounter takes place on the roof of a building located near the GCPD building in the Bowery region. Unlocking the Final Symbol Location
After scanning all four symbols, open the Cryptographic Sequencer map to align the symbols and reveal the final meeting point. This hidden mark points directly toward the eastern side of Arkham City near the Gotham City Olympus building. Interacting with Azrael at this final location completes the mission line and grants the Mystery Stalker achievement.
